Caterers disappeared in my game around the time of the Cats & Dogs pre-patch, but I can hire them again since the patch late last month.
I'm assuming that your game is fully updated but have you tried:
*replacing the fridge or stove where your sims are living or, if that doesn'twork...
*repairing your game?
