Is there a way to run a later afternoon restaurant 5pm-11pm so my Sim can have a life outside of outside of the restaurant and do freelance
I want to make a place called Night Cap where it’s date night crowd and the staff is dressed in Fancy Nightwear.
I’d probably sells drinks appetizers and desserts.

Sure, you can open your restaurant at whatever time you want.  I've seen where it's recommended to have relatively short hours, to maximize your profits- it seems you typically get a rush after you open for the day, and then it gets slow, but you're still paying all your employees and whatever other expenses there are.
