An enterprising modder by the name Mateo over at the TS4Mods.com has created a mod to introduce NPC Gardeners and Handy Men.

Note that the mod descriptions says it could interfere with other mods (especially services on the phone).

It's a nice info, Bri. Thanks for sharing. It'd be nice if there are varieties of services in later updates or expansions, so TS4 would be more fun for everyone

It's just flat out down. I'm guessing the owner forgot to pay for the server this month.
