Pet doors on edge of foundations problem

This situation seems plausible; pets go through the door and jump off the foundation. However, my two cats will not do so and opt for the human-sized door and walk down the stairs. Is that kind of placement meant for dogs?

Pet doors really don't work with tall foundation unless they open out onto a deck with stairs. I place mine next to the human door but so it can access to deck/stairs and the pets can happily use it.
