Magic Practice

Hi I'm new to the game. Can the Sims practice magic outside of Glimmerbrook?
Also, can a child begin to learn magic?

Yes, you can use magic anywhere if you are a spellcaster. Unfortunately children cannot use magic. Casting is for teen on up. Only thing children can do as a caster is have a familiar.
