I just moved my whole family to a new house but 2 of my children just grew up. I want them to move out and be my main household. When I move them, does whatever is in the family inventory go with the active household?

Yes, if you make them the active household they should get the stuff in the family inventory. It's not something I'm in the position to fire up my game and try out, but it seems to be the way moving works in general.
