BFFs

How do you get sims to be BFFs? I have two sims who I want to get to that level, but even though their friendship bar is full, they don't seem to be getting there. How do you make this not happen?

This option is only available to teenagers.  It requires the two teens to talk to each other and get closer to sociable before it will appear.  Make sure to get all the "Ask" interactions out of the way.
