Activate Option Does Not Appear

Hello everyone. I'm trying to transfigure items on the Carter XL Display. I fill all eight slots with items, but the option to activate does not appear. Did EA remove the option from the display in their recent patches? Thanks.

They're all gems and/or metals, right? It worked last time I checked, but I wouldn't be surprised if a new patch broke it either. :P
