Color Pallet

Is there a color pallet that allows you to pick your own color style of clothing or hair or whatever like in Sims 3?  If there is one how do you get to it?

No, there is no CASt (Create a Style) with Sims 4. It's one of the features that was dropped, much to the chagrin of many simmers.
