Pit Beast Must Diet Quest

On the Pit Beast Must diet quest its asking me to have a drugged bear in my inverntory and I have no idea how to get or make it. ???

You need citrus, from the shop, and bear meat, also from the shop.  Then take it to a roasting spit--there's one in the Town Square during this quest--and cook it.
