All sims stuck and none-interactive

my sims are all frozen and won't do any of the actions I give them 
some of the idle animation plays as well as with the background (idle standing, thought bubbles, rain, bushes, ect) and time keeps going
I can't even change slots because they are all blank


and I can't go anywhere from the map because it looks like this


I have the pets, university life, supernatural and seasons extension packs
and recent events, my sim gave birth and so did my horse
anyone know how to fix this? :c
(I am aware the game is paused, I just didn't want the time to keep going while they are just standing there)

I had the same problem.  I did however, evict them to the bin and then move them back into the same house or it could be a bad file, in that case, find the file and rename it and see if that works.
