Possible Bug: Neither Patriarch or Vicarious affect Robotics skill

So I was playing just a moment ago and had a Sim's father who has both Patriarch and Vicarious near her as she was tinkering at the Robotics workbench and she not only doesn't have the Patriarch moodlet, but he doesn't have the Vicarious moodlet. This could have something to do with the fact she was a ghost child from the wishing well, but then I realized he did in fact gain skill from her leveling skills before (violin, specifically).
