I have had this problem several times in my last game, my sim completes the opportunity. This example was sculpting a stone sculpture for the Business tower (sorry gone blank on the name), anyway she finishes the sculpture drops it off and in the comments it says it was appreciated blah, blah, blah, and that the money will come in handy, but money earned is 0.
It has happened more than once, but I can't remember the other opp.
Anyone else had this happen, I am in the middle of a challenge and could really do with any extra cash that comes my sims way
