City Hall ceremony glitch

My sim get the "key to the city" ceremony, he goes to City Hall and the mayor appears, then a pathfinding bubble also appears and the ceremony ends. No key.
 
I'm starting to hate Appaloosa Plains. The other day, my sim got stuck going to work. It's like Bridgeport and the elevators!
 
Can I buy the key using buydebug?

Yes, the key to the city is available in the Buydebug menu, under general.

Look on the bright side though...the last time there was a glitch with this ceremony, the townies celebrated at city hall until they starved to death.
