Elevator and stairs problem!!

I have a sim living in an apartment and it has got three floors, my sim is living on the top floor, but the main entrance to the apartment is on the bottom floor.
Underneath that is a car park.
 It won't let me put a shaft for the elevator in between the main entrance floor and the sim's apartment floor can you help? STUCK!
 I tried to delete the flooring but it won't let me either because of the home owners thing and now my sim can't go anywhere.
 The flat is called 71 Bayshore Highway. Help!! This is on Sims 3 Late Night.

To get around the homeowner thing, you have to enter the following cheats:

testingcheatsenabled true
restrictbuildbuyinbuildings false

After doing that, you can move and add/remove objects outside the apartment.  However, if there are sims living there, the money for any and all building on this lot will come out of their household funds.  This does not increase the family's net worth like building in a house does, and any objects placed outside the living area will become community objects and they will be unable to take them with them if they move out.

Also:  I understand that this problem is frustrating, but please try to refrain from using excessive punctuation, capslock, and more letters than are necessary to spell the word.  It's against the forum rules and does absolutely nothing to help get your question answered quicker than it otherwise would.

I edited the original post to remove the excessive punctuation and such.  But please post correctly in the future.

As for the apartment issue, are you trying to put an elevator in an existing apartment?  In normal Build Mode, I don't think this is possible.  How has your Sim been getting in and out of the apartment until now?
