How do you take Ken Tharp out for dinner?

Do you mean that your Sim has a wish or opportunity to take someone out to dinner?
If so, be romantic with them then click "Ask on Date". After that, you can click on the restaurant and it will have the option "Eat Here With Date", select that and there you go :)

What does this have to do with Generations?  There was no new town, so Ken Tharp can't be a new townie.
