Technically, no. But if testingcheatsenabled is on and you shift-click the mailbox, there's an option to make needs static. I know it's not what you're looking for, but playing with static needs will greatly increase the time your sims have to skill. They can work all day and night, and gain levels quickly. I had a sim who maxed sculpting on day four or five of the game with this on.
