Can you get burglars without a warehouse?

I'm creating a very small custom neighborhood. If I leave out the criminal warehouse and police station rabbit holes, will I still get burglars? And if I do, will there be any policemen npc's to stop them?

The burglar and police officer NPCs are separate from the rabbitholes.
