Is there any way to increase the chance of a horse having twins. Or any way for a horse to have twins?
Also is there any way to increase the chance of a pregnant pet getting a certain gender of babies?

There's a Fertility Treatment for Pets Lifetime Happiness Reward, but I don't know if it works on horses.  The description says puppies and kittens.  And there's no way to get a particular gender with a pet.
