Forsaking abilities

I tried to have a fairy's husband ask her to forsake her powers and she accepted but never did anything until I placed the Arboretum lot down and then she got the opportunity. Now I have a vampire spouse asking them to forsake the vamp and they accept but never do anything so is there a special lot I need for them to get the opportunity to do so? They do not have any opportunities taking up any slots already.

I believe the Vault of Antiquity may be needed for that one, but that would be my guess.
