How does a Sim initiate a protest at the CityHall?

You can't, a protest is instigated by an uncontrolled Sim.

Your Sim can join a protest already in progress, but can't start one, as Seabody said.  I've never seen how one gets started; I only come upon them while my Sim is doing other things.  It's just something the game generates.

It isn't quite the same as the protests at City Hall that are randomly generated by the game, though. Two different mechanisms.

I know when I played on console, there were set times that a protest would happen, like Saturday between 12 and 2pm or something like that. Not sure if PC is the same or it's more random. But it would make sense for it to be a weekend when sims could participate.
