Locked lots unable to edit

It says I need a cheat to edit certain lots. I'm playing in IP and it's on the ports.

Does anyone know if this right & what the cheat is please?

Open cheat window and put in enablelotlocking true
With the arrow selected click on the lot and in the info window that pops up there is a lock in the bottom right corner. Click the lock to unlock the lot then you should be able to edit the lot.
