Inspecting Mail/Searching Through Garbage

I am stumped with this one...I have the magnifying glass, but can't carry the action out on either inspecting the mail or searching through the garbage.  What am I missing here? Could someone help, please??

Are you actively on a case? You need to have the specific opportunity in order to inspect mail or search through garbage for clues.

Sometimes there is a case that leads you to an unoccupied house, so there is no way to inspect mail or garbage can. If it is the case, then just cancel the case.

Had this happen to me. The Sim I was supposed to investigate was a homeless townie and I was directed to an empty lot.  ???

The only thing you can do is quit the case.
