Can't merge two full houses, even with Nraas

I have the MasterController mod installed, and set to allow more than eight people in the house... but I still can't merge two full households. Is this just a glitch and how do I merge my households?

You need the Mover mod as well for that to work, and if you plan to play them you need portrait panel too
