Grouding means Sims can't go to school

So two of my teenage Sims are grounded. The problem is, the parents aren't even allowing them to go to school! I may be wrong, but is that normal? They CAN go to school, but that means when they get home the parents yell at them big time and they get grounded for even longer. What is going on?

That is normal unfortunately. Have the parents Let Off the Hook.
