Marriage Issues- Heir to the Throne Quest

Sims Medieval- Heir to the Throne Quest
My Monarch has completed all the steps up to "Ask for hand in marriage" but whenever I click on the suitor that option does not come up.
Every time I try to use any romantic actions my suitor says my Monarch is creepy!!

Help please!

Their relationship level has to be high enough to allow romantic interactions. If you raise it a little higher, the suitor won't get denied.
