Well, maybe. Depends on how patient you are.

You have to look how much it is worth you to start over. On one side I think you could try with this, by doing nothing but the instrument you want to max out.
But I got the feeling things will speed up if you try again in a new city. Just keep your old sim, for in case you want to go back or so.

OK, I started a new game and this time, my Sim managed to master the pianist skill to level 10. He played ALL the tracks available but the Master Pianist remains unfulfilled. It is currently at 86%. What would cause this part of the skill to reach 100%??

I think I know what the problem is. My Sim is missing a Master track. Currently, he has 2 Master tracks. One must have 3.

So the question is, how do I get the 3rd Master track? Through opportunities? But the opportunity for getting the Master track has not arrived yet even though my Sim has maxed out the piano skill to level 10!

You should receive a new Master Track after achieving the money-making challenge (I forget the specific name) — $25k earned with the instrument.

@ Blancheflower: Read exactly the text that come with the oppertunities. There you can read exactly what you have to do to get another Master Track.
I got the feeling this is a hard Skill for you to fullfill (doesn't surprise me, it was hard for me too), but still you are coming back here for advice which means you are still trying it.
Keep going this way! You are doing great and you will make progress eventually.

I checked my skill journal and I have completed the money challenge as well as maximizing my piano skill. I believe that this is a glitch so I started a new game and this glitch did not happen again after I maxed out my piano skill as well as completing my money making challenge.

Truth be told, this is my 3rd restart of the game and I intent to make this perfect by completing ALL the challenges; piano, bass, guitar and drums!

After starting my 3rd game, I completed the piano challenge. The I started learning the drum skill but a new problem arose. The piano opportunities keep coming up, even though I completed the piano star challenge!
How do I counteract this problem?

You can't. Skill challenges are randomly thrown at you depending on what skills your Sim knows. I'd suggest dropping piano completely and not playing it again if you're not doing that already. There may be a link between what ops are offered and what your Sim is currently engaged in.

Exactly. I believe I had mentioned this before, but you (Blanchflower) could have overread it. The problem with the four instruments is that the last one will be the hardest because of other skill opportunities will come up also. That's what I was afraid of while trying, and that was what happens unfortunately.
The thing I can add to Metro's post is because I have put so many time in completing all the instrument challenges that I can say that giving only attention to one instrument at the time WILL let the game pop up more challenges in that particular skill. It's not 'There may be a link between what ops are offered and what your Sim is currently engaged in', no: there IS a link between those.
And to add more to that: playing at a party (thrown by yourself) at a park or so will force to pop up those opportunities even more. I have played simweeks and simweeks while my Sim was living for ever and the town pops up generations after generations and everytime I saw that playing piano at a party will pop up piano skills that day, or the next day.
More need to test this? I don't see why. How many times do you have to play to get 100% accuracy: 1000 times, 10.000 times, 1 million maybe? I saw this with my very own eyes, so I am convinced now that trickling music skills opportunities will work this way. If anyone still doubt it: just try out yourself. I just hope you will like repeating the same thing over and over again in the game. Haha!

I have dropped playing the piano completely after achieving the piano star challenge and I moved on to playing the drums. But the problem is, now completing the drum star challenge is virtually impossible because piano opportunities keep coming out and the drum star opportunities are not coming out. Granted, I had 3 drum star opportunities when I first began to learn the drums but once I reached level 10 of the drum skill, the opportunities simply disappeared and piano opportunities are coming every once in 3 to 4 Sim days (I have also maxed out the piano skill to level 10 as well).

So what should I do now? Should I just be patient or use cheat codes to make the drum star opportunities to come out?
