 So a while ago one of my sims adopted a child. Then, she later got married. The relationship between the child and the husband shows up as roommates. Is there any way to make the husband the father of the child? Thank you!

It should be possible in full edit mode in CAS.
If ever changing the relationship is greyed out in CAS (it happens sometimes), you'll need the MC Command Center mod to change the relationship.

The relationship being described here is step-parent (in this case, step-father) which I don't believe the game recognises.

Yes, it's a bit of a tricky area of game play as this happens with married couples and alien/abduction babies too. I wish there were more relationship states in the game. Step-parent is recognized but can't be applied in CAS in a vanilla game. I also wish that all romantic interactions were removed from step-parent and step-children too... but that is another whole debate I guess.
