DJ Booth upgrades - missing upgrade options

I have an odd situation with the un-upgraded DJ booths that are available. The upgrade menu, on my L10 handiness Sim, will not appear on two of them and appears just long enough to apply 1 upgrade maximum on the portable low-fi one (which I often choose the Advanced Heat Sink) but disappears afterwards. What's the problem here?

I somehow got it to re-appear once by having a child sim put it in his inventory but that didn't last long.

As your Sim gains DJing experience, they will be able to do more upgrades.  It doesn't matter if your Sims have L10 handiness skill, in this case.  I was amazed that my L10 handiness Sims had to gain DJ experience first.
