Toddlers and the Block Table Issue

I've been wondering about this for a while.  In buy mode, the block table is labeled as "toddlers" only," but only children or children, teens and adults can use it ?  I wish that toddlers could use it.  I wonder why they can't.  Does anyone know?

Adults and children can build with the blocks, and toddlers and children can play with it, but toddlers are the ones who get imagination skill from it, I think.
