Selvadoradians in home neighborhood

I was away from the game for about 6 months, but I don't remember Selvadoradian natives back in the home neighborhood. Today, though, after my Sim got back from exploring, they are showing up everywhere. Did this change at some point or am I just not remembering correctly?

I've had Selvadoradians show up in my home neighborhood for some time now, but then I play rotationally and usually have a Sim who's gone there.
