Finding empty bottles instead of treasures

This problem has been going on for a while now. I've played different sims and different save files. I removed my mods and that didn't help. There's been several updates and those didn't help either (when do they?).
 
I searched google and nothing has come up about this. Has anyone heard of this issue and how to fix it?

I'm sorry but I haven't heard of this and it isn't happening in my game. Is this happening when your sim digs a dig site for a fossil for example? What expansions/game packs do you have?
