"No Mixologist On Duty"

I have been lurking for months, but I finally have a problem I can't solve!

None of my clubs/bars have a mixologist, and when I follow the directions to delete the bar and place a new one, nothing happens. I have replaced the bars three times and still do not get a mixologist.
I have also tried restarting the game, and it did not fix the problem.

My game is updated to the latest patch.

Have you tried different game files?  If it only happens in the one file, it's probably a corrupted file.
