Does being Publicly Disgraced affect the Performance Meter?

I saw my sim was at work as a Band Manager at the Wilsonoff Community Theatre while he was publicly disgraced and I saw his performance meter was frozen, even though he was in an excellent mood and was Working Hard.

Does anybody know if this could be either a mistake in the game or that it can be the Publicly Disgraced moodlet that has an impact on this? I hope it's the last option.

Leto, I think this was due to the 'Publicly Disgraced' moodlet as I can't see what else could affect the meter to freeze up.  I had a Sim that should have been promoted (as their meter was at the top), but wasn't as they too had been disgraced while at work. 

I don't think any boss would promote an employee if they were caught 'peeing in public' as mine was labeled even though she didn't.

Yes, that sound expectible and logical isn't it? But at least I would have expected a message from it. 'What? It's YOU! No promotion for you pal.' Like with that one from buying threatments in the spa or buying objects.
