You can only buy a vacation home at level 3 visa, right?
So my main question is what is the most expensive vacation home (best one with biggest lot) in each of the travel destinations?

You need to be level 3 in the country's respective VISA, but I wouldn't recommend buying the most expensive lots. Buy a mid priced one and renovate it. The most expensive lots are more decorative than functional, like the mansions of Summer Hill Court.

Oh, and can I buy more than one vacation home at the same country? (I'm guessing no)

You can buy as many vacation homes as you like. Your Sims can only live in one at a time, of course. They can move between them by using the phone.
About the most expensive ones, I don't know. I always buy one of the smaller ones, they're nicer.

Okay. I actually have only traveled to china so far because I just got it a couple of days ago, but I think I saw that the dreamweavers bought a vacation home in Egypt that looked like a palace. What's that called?

The most expensive lots in each town are:
Champs les Sims: Champs les Sims Castle (although I prefer the Abandoned Nectary, 2nd most expensive but mine had a lot of pathing problems due to the terraced landscape)
Shang Simla: Palace in the Clouds
Al Simhara: there are 2 right next to each other - one is the Acacia Palace and I forget the other one's name

It's Almond something, I don't have access to the document that has it's name.
Also, valuewise, it's about half of Acacia Palace.
Finally, near as I can tell, the Dreamweavers had this Almond something-or-other.
