Where did sprial stairs go?

I could've sworn I was able to use sprial stairs without buying generations.  Now there is nothing there in the tab.  Did they take it back out or is my game bugged? ???

You can't use them if you don't have generations. I'm 100% positive about this.

I second Sportsfan's view. You cannot, at all, use Spiral Stairs without Generations. Not even with the patch.
