Can Sims step over Monorail Fencing?

I'm building a house at the moment, and I really want to use Monorail fencing for the entrance lanscaping, but I do not want to place a gate, so can sims step over it? :)

Is the monorail fence the one that's really short? If it is, yes sims can walk over it.

EDIT: Sorry I got that cunfused with the fe fi fo fence, but I'll load up my game later and test it for you if you want.
