According to the description here this item will provide your sims with a 'soft melodic charm.' Also it boost the environment with a positive +3 rating. Does any of you have downloaded this item and can you share with me what it can do for you ingame?

I have it. It doesn't do much, just makes music when you view it or sometimes randomly.

I have not seen a moodlet, but I will pay more attention next time I play.

But hanging it outside requires a second floor obviously I assume. This thing needs to hang on the ceiling, right?
