Hairstyle only available for everyday wear.

I recently went on a huge shopping spree on The Sims 3 Store. One of the items I purchased was the Pint-Sized Pigtails, which is a hairstyle for female children.
I put it on my Sim when changing their look, but the realised it wasn't showing up in formal, sleepwear, atheltic or swimwear (so only in the everyday clothing).

Is this normal? Or is it meant to be in all categories?
If it is meant to be in all categories, what can I do to resolve this problem?

I only have it for everyday wear too, it's such a shame because that is my favorite child hairstyle.

I guess some hairs from the store can only be used for certain categories.

The same thing happens for me too. It really is a shame because I like this hairstyle a lot and I like my sims to have consistent hair throughout their wardrobes. But since it's only everyday, I don't use it a lot.

Edit: I just logged onto the game, and she has the hairstyle for every outfit apart from the formal wear. Now that's bit confusing.

Happens in my game too and sometimes, hairstyles are there and sometimes they are not, go figure.
