How do you make pool water different colors?

The Science Facility in Bridgeport has green water in the pool, instead of the usual blue.

You change the wall and floor colours like you do any other wall or floor :)

Chuckles is right. You can't change the pool water (not without mods, anyway), but changing the pool floor and walls will affect the colour it appears to be. the BP Science facility has normal water, with green walls and floors.
