Is there a way to design and build a house without a sim in it?

I want to have a go at designing a house from scratch, but don't want to have to worry about a sim life going on around it. Is that possible and if so, how?

Just go into town edit, choose your lot then click on the build/buy tab.  It's the way I build most of my houses.

No problem. When you finish working on your house just click edit town again and then return to game.  If you don't like what you have built?  Click the bulldozer button, clear the lot and start all over.
