Eco Pack questions

First of all, I am referring to the Renault Eco Pack, to clear any confusion.
 
Next: Can someone please provide me with information regarding the bills? I know that the Twizzy, Windmill and Solar Panels reduce bills, but I didn't write down the numbers.
I would like the amount each item reduces bills by, along with how many you can purchase that will reduce your bills (the information is displayed in a popup ingame when you first purchase each item).
 
Now time for the strange part. I have downloaded this from thesims3.com, and the set appears in my purchase history, I have it ingame and can happily play with windmills and stuff like that, but every link I try to access it from is, you guessed it, a dud. Whenever I visit the page (logged in or not), I get a message saying "We're sorry, this content is not available in your region". I made a thread in the official forums here, but the people there didn't help with this problem.
Am I going mad, or did this pack change the regions it was available in?

Oops the topic I linked you to was about the Prius Eco pack my bad.
I don't know about the bills then.

For either of those, just go to the bottom of the page where it says change language. Change it to English/US or English/UK. Not sure which one works for which one. I'm in Australia and that's what I had to do to get them.

oh and in regard to the saving, not sure, but I think after 10 solar panels the savings stop, but I can't remember how much the saving is.

There are a number of older Store items that have simply been discontinued.  It's possible that the Renault set is one of them.

Both eco packs (the Renault and the Prius) were available a couple of weeks ago when I put my house Bailey on the Swap Shop. I know because it uses a planter that is in both packs and I went there to get the link for the page. I had to change my language to view one of them then and I remember when I got them both I had to change the language because it said I was in the wrong region.
I've found on things that are no loger available it actually says sorry this item is no longer available.

I live US, so I don't get why I couldn't see it if it's still available because why wouldn't US be able to see it?

In my official forums thread, someone mentioned that the Renault set was Euro-only. I can't confirm this, because I can't remember ever changing my language. To be honest, I didn't know how until Twinmum said it.
And I'm not a geography nut, but I don't think I live in Europe.
