Insane Sims vs. Inappropriate Sims not dressing properly

I've noticed around the forum people claiming that their Inappropriate Sims don't dress properly, yet I've seen absloutly no evidence with my Sims. When I think of a Sim not dressing properly, I'm thinking the Inappropriate Sim will wear his formal outfit swimming, his PJ's to the Bistro, his normal everyday attire to the gym etc. just like an Insane Sim. Do Inappropriate Sims do it every so often? What's the Inappropriate Sims version of not dressing properly? Did I miss it? When does this typically happen?

Jeanna they will wear their everyday clothes to a formal party or the bistro. They are not so exstreme as insane sims. They won't swim in formal waer or sleep in it. They just don't have any manners lol!
