No New Children?

I started a game in Neverglade, which is completely empty when you first start. It relies on Story Progression to fill up.
When my child Sim went to school the next day, she met three children, two of which were Paperboys. That was two Sim weeks ago, and they're still the only other kids in the town.
Is this a glitch?

I don't know if it is a glitch or not.  I have had it work both ways, where one empty town will start having sims show up in a day or say and in another game, it might take up to three sim weeks.  Not sure why that happens, but maybe give it a few more sim days and if no one shows up after that, then maybe there is something up. :)
Is it true that cannibals don't eat clowns because they taste funny?

It's hard to say for sure about worlds that aren't created by EA.  We don't know anything about them, really, and don't know how they were built.  I would think Story Progression would kick in, but there's no telling.

Of course since EA created worlds are already populated, there is really no way of telling how long it takes for a world to populate.  Just from experience of downloading unpopulated worlds, some take longer than others for sims to move in.  Funny though, immediately, there always paper kids and mail persons, lol.  It is really cool to start from scratch and see the different sims slowly move into town. :)

Hey guys I'm taking an extended hiatus... again. I'm out of ideas to build houses and I don't have as much fun designing homes like I used to; it feels more like a chore. So that's where I'll be, I will probably be back sometime. :P

I ended up just starting a new game, which is working a lot better.

I had it off for most of the time, then turned it on for about a week. I don't think it affected anything.
