I just wanted to share something that I found out while I was playing one of my richer families:
In the household there is a girl named Pearl who is rebellious and will obviously want to set up pranks constantly. She had a wish to set up an overflowing toilet, but when I went to let her do that, the option was not there. I tried on both of the house' toilets (which are called the porcelain throne and are the most expensive one in the game I believe) but it didn't work for either. But then on another file where they have a much cheaper toilet they have the option.
So my conclusion is this: you can't set up pranks on the most expensive/best toilet in the game.
