Try going into the Sort By Room part of Buy Mode and clicking Outdoors. I think it's in either Outdoor Cooking or Outdoor Activities.  :)

Those picnic baskets aren't like the ones you would normally see in a park.  The ones that spawn in a park are only available in CAW.  The ones in buy mode are like the ones you can buy for your house which means it may or may not walk off.

If you need a picnic table, they're in the surfaces section, under miscellaneous.

I've upgraded all the properties in Sunset Valley and haven't come across any that required picnic baskets. I'm sure it's picnic tables they ask for.

You're right, the upgrades require picnic tables. However if you want them, the picnic baskets you see in the main park can be gotten in the following way:

- change the park to a residential lot
- move in a sim (you may need the freerealestate cheat)
- turn on buydebug - the picnic blankets will now show up. You can now clone them aswell.
- put the picnic blankets in your family inventory
- evict the sim
- move them to whatever lot would like them to have the picnic blankets on
- place the picnic blankets
- evict the sim
- convert the lot to a community lot again.

Done!

There are community picnic tables under Community Lot Items in Build Mode.  When you're upgrading a community lot, go into build mode and that little extra building will be there.  Choose it and then the second tab for miscellaneous.  You will find all kinds of things like picnic tables, grills, waste receptacles, and more.

You don't need to go into Edit Town. After you buy the property, click on the marker, and select "Real Estate". That gives you the option to build and buy on the property.
