Linking to a Specific Post in a Topic

I've seen others do this, but I don't know how to do it myself.  A link, either in the topic itself or somewhere else, links to a specific post within that topic.  For example, the links for Chapters 1, 2 and 3 might be at the top of the topic.  All three chapters are on the same page, but if you click each link, it actually takes you to that specific spot where the chapter starts.  How is that done?

At the top of each post is the name of the topic highlighted.  If you right click that topic name and choose copy link location, you can then paste it to make a link to that post.
