There are three ways you can get a blingaboo - 1) Be sent one as a celebrity gift, 2) Exploring the catacombs or 3) Returned when you smelt metals/cut gems. There is a small possibility that you will only get him while in Bridgeport but I've only gotten him as a celebrity gift and even then it's only ever been once since Late Night came out.
If you really must have him and can't live or breathe until you have one, you can always use the buydebug cheat and buy one for your lot. To use buydebug cheat first bring up the console with Ctrl + Shift + C and type in "testingcheatsenabled true" without the quotation marks. Hit Enter. Then pull up the console again and type in "Buydebug On". When you go into buy mode there will be a box with ? in the category mode. Click on that and go to miscellaneous to find & buy him. Remember to turn the cheats back off/false when you're done if you're not used to playing with cheats.
