My sim tries for a baby and each time she is not pregnant.

Is it her birthday? Or is her age meter otherwise stuck at 0 days to the next stage? Female sims can't get pregnant when that is the case, even though the Try for Baby option is there.

Also - she's not a werewolf right? If she were one and in werewolf form, I don't believe you can get pregnant that way.

No she is not a werewolf so I really am stuck but at least you are trying to find what the problem is.

Did you try it in a different file?  I would try it first in a brand new, clean file with a townie sim.  If that works, then try using your own Sim in that new file and see what happens.

Also, just to confirm, you have them "Try for baby" and you definitely hear the "Rock A-by Baby" lullaby sound?  But then 24 hours later she doesn't convert to pregnant?

Yes I always hear the rock-a-bye-baby song because a few months ago I went to a mates house and we played sims on their laptop and I heard that tune go of after the sims tried for a baby.

And just to be clear, have you ever downloaded mods or custom content? As I'm typing this I can't recall if you mentioned if you had or not.

Where do you keep your CC? In the mods folder or did you download it and "install" it?
Try removing your CC and see if that helps.
