No romance interaction to some sim?

As stated like the title. Is that because of there were some unique npc? Or a bug from my game? That sim called Cataleya Ridley.

I think you have to interact with them a bit before it comes up.

This is a known bug in the list on the official forum, so if it's not a teen, and not user error, then it could be a bug.
